The premise of NCIS: Europe explains Ziva’s absence at Ducky’s memorial, as well as why she was unable to join Tony. While the series hasn’t depicted their reunion, the couple has been together for a while, raising their daughter, Tali. Under normal circumstances, both Ziva and Tony would have attended Ducky’s funeral. However, undertaking a transatlantic flight as a family could be perilous, especially with Tali in tow. Separating from each other would make them harder to track, thereby increasing their chances of survival. Hopefully, the trio will make it back to the DMV for NCIS Season 21 before heading on another trip to Europe.
